Partnership is involving different key actors forming the institutional framework for fostering innovation: national and regional ministries, technology and innovation agencies and research organisations.
It is composed of 15 partners from 11 SEE countries, covering old and new EU member states and
(potential) candidate countries, representing a majority of SEE geographical area with population of
104 mio inhabitants.

The Agency for Promotion of the Entrepreneurship of the Republic of Macedonia (APERM) is a state institution and is the most relevant institution on the national level for implementation and coordination of the overall domestic and international support for small business sector in the Republic of Macedonia.

The Agency experiences were very essential for being active participant while developing numerous strategic documents such as: National Development Strategy (2002-2013); National Strategy for sustainable development; Industrial Policy of the republic of Macedonia 2009-2020; Multiannual programme for promotion of the Entrepreneurship, Innovation and Competitiveness of R. of Macedonia; European Charter for Small Enterprises; etc. APERM acquire many knowledge al so during co-creating these documents.

APERM, together with other Macedonian partners, is an institution responsible for implementation of strategic policy measures and contributes to preparation of national analysis according to estimated TIAS rate, identification of national policy gaps and preparation of national policy recommendations. It also contributes by organizing one workshop for stakeholders and by participating in all project activities.

The partner benefits by gaining insight of what companies do and need in terms of strategic oriented policy measures. It is able to apply suggested measures in companies by proposing necessary and/or possible improvements of existing and future innovation policies; use of comparable tool of designing and evaluating innovation policies enabling transnational dialog (with target public) and innovation benchmark on long-term basis; transfer of knowledge between organisations in different stages of development and possibility of setting up national agencies.
