Partnership is involving different key actors forming the institutional framework for fostering innovation: national and regional ministries, technology and innovation agencies and research organisations.
It is composed of 15 partners from 11 SEE countries, covering old and new EU member states and
(potential) candidate countries, representing a majority of SEE geographical area with population of
104 mio inhabitants.

Executive Unit for Higher Education, Research, Development and Innovation Funding (UEFISCDI) is a legal successor of The Management Agency for Research, Innovation and Technology Transfer (AMCSIT) and has taken over its main mission: financing, management and marketing activities for scientific research, innovation and technology transfer with the aim of efficient promotion of R&D results in the society by new products, technologies and services.

UEFISCDI has many experiences managing different programmes and leading or contributing in many projects. UEFISCDI is managing the National Research Development and Innovation Plan PN II, funded by Romanian Government (2007-2013) that implements 5 different financing schemes IDEAS, HUMAN RESOURCES, STRATEGIC PARTNERSHIPS, INNOVATION AND CAPACITIES; it was responsible for management of RELANSIN specific programme for industrial R&D, part of the first Romanian R&D programme (1999-2005) as well as others including EUREKA – EUROSTARS innovation programmes. UEFISCDI is responsible fo the implementation of 6 strategic projects financed by ESF.

UEFISCDI’s knowledge and skills are of much importance in WP4 (led by UEFISCDI): for preparing instructions for applying SAT in companies, preparation of joint analysis on the basis of data in common database and for preparing TIAS analysis and TIAS analysis instructions per country. UEFISCDI organizes a project meeting, implement a workshop and contribute to all project activities. UEFISCDI benefits from the project by collaborating in FINNO Committee – crucial project tool for preparation of proposals for common future innovation policy, project initiatives and for promoting policy recommendations to policy decision-makers.
